I was wondering for a while, and finally I decided to ask the question.
From a simple definition of a coordinator like this: "A coordinator is a special router. In addition to all of the router capabilities, the coordinator is responsible for forming the network", the Gateway should be able to see all the traffic, I think.
Can the gateway see the messages send from one device (router or end device) to another device (router)?

yes,It can sniffer all packets in the one-hop range(the length decide by his rx ability),but the router algorithm doesn't handle the pkgs that don't belong to him.
