SampleLight is joined after 30minutes of direct join.

I run as belows.
1) I run factory reset a sampleLight
2) I run direct join after rebooted by factory reset
( sampleLight sent "Permit Join Request" )
3) I run Coordinator
4) wait 30minutes
5) sampleLight join to a network.
( sampleLight sent "Match Description Request" and then it is joined )
Why delayed 30minutes until joined ?
How to reduce this time ?
