在zb_config.c中有个变量TL_ZB_ASSOCJOIN_PERMIT_PANID，其功能描述如下

Setting this to a value other than MAC_INVALID_PANID (0xFFFF) causes ZDO_COORD to use this value as its PAN ID and *Routers and end devices to join PAN with this ID

在协调器运行bdb_networkFormationStart前设置该值未0x1234，协调器运行bdb_networkFormationStart后PANID是随机产生的不是0x1234。但是路由器和终端节点却可以使用该值选择协调器。
