sampleLight device rejoin to a network when it is factory reset.

I use TLSR8258 with ZB_BLE_Concurrent_SDK_2.3.1.0.
When I run factory reset a sampleLight devices, It rejoin to a network sometimes.
Why it is rejoin even if it is factory reset ?
Can you explain for process of rejoin ?

can capture to conform it is really rejoined the network, or the network is openning state，the device join it after reset.
I had capture with ember desktop when the light is rejoin after factory reset.
the light will run factory reset after received command in 8.134713 seconds in captured file.
* Coordinator is Ember EM357 chip.
Can you check it ?
