How to use ZBHCI_CMD_BIND_REQ ?

I use zigbee_ble_concurrent 1.6.2.1.
I test bind_reg.
In Gateway(8258_gateway),I sent ZBHCI_CMD_BIND_REQ via zbhci interface(rs232).
But tlsr8258 not sent any zigbee signal.
(I can not capture any zigbee packet)
